A firm protested the Navy's rejection of its late bid for support services, contending that its bid should be considered, since: (1) it was timely delivered at one of the two designated points of delivery; and (2) the rejection of its bid resulted in a de facto sole-source procurement. GAO held that: (1) the Navy properly rejected the protester's bid, since the protester did not submit its price proposal before bid opening; and (2) there was no sufficient reason to accept the protester's late bid under the significant-exception rule to the protest timeliness requirements. Accordingly, the protest was denied.
