A firm protested an Air Force contract award for aircraft training devices, contending that the Air Force: (1) improperly evaluated its technical bid; (2) improperly assessed its performance risk; and (3) did not adequately document its award decision. GAO held that: (1) the Air Force reasonably evaluated the protester's performance under similar contracts; (2) any improvement in the protester's technical rating would not place it in line for award, since its performance risk was high; (3) the Air Force adequately documented the decision; and (4) the Air Force reasonably determined that the awardee's low-risk bid outweighed the protester's cost advantage. Accordingly, the protest was denied.
