[Protest of Air Force Contract Award for Quarters Upgrade]
B-253621: Sep 17, 1993
- Full Report:
A firm protested an Air Force contract award for the upgrade of officer quarters, contending that the Air Force did not award the contract consistent with the solicitation specifications. GAO held that the: (1) Air Force amended the solicitation to separate its requirements and require the bidders to submit bid prices for each requirement; (2) protester was obligated to clarify the ambiguous solicitation specifications; (3) solicitation notified bidders that the Air Force would evaluate all bid items as part of the bidders' base bids; and (4) Air Force properly evaluated the bids based on the total bid items. Accordingly, the protest was denied.
