The Coast Guard requested a decision regarding: (1) whether a member above the E-6 pay grade and without dependents was entitled to payment of a dislocation allowance (DLA) pursuant to his permanent change of station; and (2) the time limitations for electing nongovernment quarters for payment of DLA. GAO held that: (1) a Coast Guard member above the E-6 pay grade without dependents who elects not to occupy government quarters is authorized to receive DLA; and (2) travel regulations preclude payment of DLA if the member's decision not to occupy government quarters is not made within 60 days. Accordingly, the dislocation allowance may be paid.
