A firm protested the Army's rejection of its bid for logistical support services, contending that the Army improperly: (1) excluded its bid from the competitive range; (2) considered factors that were not included in the solicitation's evaluation criteria; and (3) determined that its bid was technically unacceptable. GAO held that the: (1) Army properly evaluated the protester's bid in accordance with the solicitation's evaluation criteria; (2) Army reasonably determined that the protester's bid was technically unacceptable, since it failed to comply with the solicitation's requirements; (3) Army properly excluded the protester's bid from the competitive range, since it would require substantial revisions to be made acceptable; and (4) protester did not present any evidence that the Army acted in bad faith when it excluded its bid from the competitive range. Accordingly, the protest was denied in part and dismissed in part.
