A firm protested the Navy's elimination of its bid for an electronic load bank, contending that the Navy: (1) decided to reevaluate bids with the specific intent of excluding its bid; and (2) misled it into believing that its unacceptable technical bid required only minor revisions to become acceptable. GAO held that the Navy: (1) properly eliminated the protester's bid from the competitive range, since it did not contain information that demonstrated that its offered product complied with the solicitation specifications; (2) reasonably reevaluated bids, since its previous evaluation was flawed; (3) evaluated the bids in accordance with the solicitation specifications; and (4) clearly expressed its concerns about the protester's bid during discussions. Accordingly, the protest was denied.
