A firm protested a General Accounting Office (GAO) contract award for building security and safety services, contending that GAO improperly: (1) evaluated its bid; and (2) awarded the contract to the high bidder. GAO held that it: (1) reasonably evaluated the protester's bid; (2) properly determined that the protester's personnel did not meet the solicitation specifications; and (3) properly awarded the contract to the technically superior bidder. Accordingly, the protest was denied.
