A firm requested reconsideration of sustained protests against a Navy contract award for naval ship maintenance services. GAO had held that the: (1) Navy's cost-realism evaluation scheme was inadequate; (2) Navy should have held discussions with the bidders concerning their bid costs; and (3) Navy should reevaluate all responsible bids to determine which bid represented the best value. In its request for reconsideration, the protester contended that the: (1) Navy was not required to conduct discussions with all bidders; and (2) Navy's cost-realism evaluation and failure to conduct discussions did not prejudice any of the bidders. GAO held that the protester failed to show any legal or factual errors that would warrant reversal or modification of the original decision. Accordingly, the request for reconsideration was denied.
