A firm requested reconsideration of its denied protest against the Maritime Administration's (MARAD) cancellation of a solicitation for heating equipment. GAO had held that MARAD properly: (1) cancelled the solicitation; (2) determined that the protester's bid was unreasonably high; and (3) consolidated the solicitation requirements to provide greater competition and lower contract costs. In its request for reconsideration, the protester contended that MARAD failed to provide a compelling reason to cancel the solicitation. GAO held that: (1) MARAD properly cancelled the solicitation, since there was a potential for increased competition and cost savings; and (2) the protester failed to show any legal or factual errors that would warrant reversal or modification of the original decision. Accordingly, the request for reconsideration was denied.
