A firm protested a Department of Housing and Urban Development (HUD) contract award for reroofing services, contending that the awardee's bid should have been rejected as nonresponsive, since its minimum prices for indefinite quantity work materially qualified its bid. GAO held that HUD properly: (1) determined that the awardee's bid was responsive; and (2) evaluated the awardee's bid prices, since its final bid prices were to be determined through negotiations during contract performance. Accordingly, the protest was denied.
