A firm protested a Department of Energy (DOE) contract award for management support services, contending that DOE improperly evaluated the: (1) awardee's technical bid and failed to consider the adverse impact of the awardee's organizational conflict-of-interest avoidance plan on its technical bid; and (2) proposed subcontractors' conflict of interest. GAO held that: (1) DOE properly evaluated the awardee's technical bid; (2) DOE properly considered the awardee's conflict-of-interest avoidance plan; and (3) the protester failed to show that the awardee's internal controls were insufficient to avoid potential conflicts of interest. Accordingly, the protest was denied.
