A firm protested the Air Force's decision to issue a small-disadvantaged-business (SDB) set-aside for maintenance, repair, and minor construction services, contending that there was no basis to conclude that at least two responsible SDB would submit bids that did not exceed the fair-market price by 10 percent. GAO held that the Air Force: (1) reasonably determined to set-aside the procurement for SDB, since several firms that responded to the solicitation would submit bids within 10 percent of the fair-market price; and (2) properly based the fair-market price on reasonable costs under normal competition conditions and the lowest possible cost. Accordingly, the protest was denied.
