A firm protested a Department of State contract award for armed guard services, contending that State improperly applied an evaluation preference, since all bidders were of U.S. origin and therefore eligible for award. GAO held that State properly: (1) determined that the protester was not of U.S. origin and ineligible for award; and (2) declined to apply the preference to the protester, since it did not meet the eligibility criteria. Accordingly, the protest was denied.
