A firm protested a Corps of Engineers contract award for maintenance dredging, contending that: (1) the awardee's bid was unbalanced and should be rejected as nonresponsive; and (2) award would result in an improper advance payment. GAO held that: (1) the awardee's bid was not mathematically or materially unbalanced; and (2) acceptance of the awardee's bid would not constitute an advance payment. Accordingly, the protest was denied.
