A firm protested an Army contract award for computer software, contending that the awardee's product did not comply with certain mandatory solicitation requirements. GAO held that: (1) there was no basis to question the Army's acceptance of the awardee's certification of commerciality; and (2) the Army reasonably waived the operational capability demonstration requirement for the awardee, since it previously procured and successfully used the awardee's product. Accordingly, the protest was denied.
