A firm protested four Navy contract awards for medical clinics, contending that the Navy: (1) unreasonably evaluated the technical bids; (2) failed to hold meaningful discussion with it about its bid weaknesses; and (3) should have made award to it, since it was the low bidder on each of the contracts. GAO held that the Navy: (1) reasonably evaluated the bids in accordance with the solicitation's evaluation criteria; (2) held meaningful discussion with the protester; and (3) reasonably made award to the technically superior bidders. Accordingly, the protest was denied.
