A firm requested a review of the General Services Administration's (GSA) settlement of transportation claims, contending that hauling services for standard and overwidth items are different and the tenders related to the two services are also different. GAO held that: (1) the carrier was permitted to file a tender setting a premium for overwidth shipments; (2) GSA properly incorporated the premium into the carrier's individual tenders; and (3) GSA properly applied the lowest tender. Accordingly, the GSA settlement was affirmed.
