The Department of Veterans Affairs (VA) requested a decision regarding an employee's claim for the cost of shipping his privately-owned automobile (POV). GAO held that: (1) there was no statutory authority that permitted reimbursement for the shipment of a POV within the continental United States; and (2) there was no net indebtedness appropriate for waiver, since the employee's legitimate expenses exceeded the amount of his travel advance. Accordingly, the claim was denied.
