A firm protested an Air Force proposed contract award for engineering services, contending that the Air Force improperly determined that the awardee was the only responsible source capable of meeting the government's needs. GAO held that the Air Force did not: (1) reasonably justify the sole-source procurement; and (2) show the need for unique facilities and equipment or that the protester would need access to proprietary data to perform the services. Accordingly, the protest was sustained and GAO recommended that the Air Force: (1) draft a solicitation that permits limited competition; and (2) reimburse the protester for its protest costs.
