A firm protested a General Services Administration (GSA) solicitation for commercial facilities management services, contending that GSA should have set aside the procurement for small business contractors. GAO held that GSA: (1) reasonably determined that two responsible small businesses would not submit bids at reasonable prices; (2) reasonably determined not to solicit the requirement as a small business set-aside; and (3) was not required to amend the solicitation after learning of interested, responsible small businesses, since it adequately investigated the feasibility of a small business set-aside. Accordingly, the protest was denied.
