A firm requested reimbursement for its protest costs pursuant to its protest against a Department of Housing and Urban Development contract award. GAO held that the: (1) bulk of the protester's Freedom of Information Act (FOIA) request was not related to its pursuit of its protest; (2) portion of the protester's FOIA request that was relevant to its protest did not give rise to proper, allowable protest costs; (3) protester incurred some protest costs after it filed its protest with GAO; (4) protester did not provide proper documentation for certain expenses related to its protest; (5) protester was not entitled to costs incurred in pursuit of its claim for protest costs; and (6) protester could not recover profit on its employees' time in filing and pursuing its protest. Accordingly, GAO determined that the protester was entitled to partial reimbursement of its protest costs.
