A firm protested a Department of Veterans Affairs (VA) contract award for a telephone communication system and fiber optic data network, contending that: (1) VA improperly determined that its bid and descriptive literature were technically unacceptable; and (2) it was not given sufficient time to prepare an adequate bid, since the solicitation's evaluation scheme was ambiguous and untimely amended. GAO held that: (1) VA properly found the protester's bid technically unacceptable, since its bid and descriptive literature failed to meet a mandatory solicitation specification; and (2) the protester untimely filed its protest regarding alleged procurement improprieties after bid opening. Accordingly, the protest was denied.
