A firm requested reconsideration of its dismissed protest of a Navy solicitation for grounds maintenance services. GAO had held that the protester untimely filed its comments on the agency's protest report. In its request for reconsideration, the protester contended that: (1) it received the agency report late; and (2) GAO should invoke the significant-issue rule. GAO held that: (1) it properly dismissed the protest, since the protester failed to notify GAO that it had untimely received the agency report; and (2) the significant-issue rule did not apply because the protest was not dismissed as untimely. Accordingly, the request for reconsideration was denied.
