A firm protested an Internal Revenue Service (IRS) purchase order for mailmobile maintenance services, contending that IRS: (1) improperly allowed the awardee to submit a second, low bid; and (2) should have made award to it, since it was the initial low bidder. GAO held that: (1) the awardee submitted only one bid; (2) there was no evidence that IRS denied the protester an opportunity to submit a low bid; and (3) IRS properly made award to the awardee, since it was the low bidder and its past performance was reliable. Accordingly, the protest was denied.
