A firm protested a Defense Personnel Support Center (DPSC) contract award for trousers, contending that: (1) the awardee had not previously manufactured the item; and (2) DPSC improperly evaluated the awardee's bid as acceptable. GAO held that: (1) the solicitation did not require bidders to provide evidence of past performance in manufacturing the same or similar items; and (2) DPSC evaluation of the awardee's bid was fair and reasonable and in accordance with the solicitation's evaluation criteria. Accordingly, the protest was denied.
