A firm protested an Army contract award for a vibration amplifier, contending that the Army improperly postponed bid opening to provide the awardee an opportunity to submit its bid. GAO held that: (1) the protester did not have a reasonable opportunity to file its protest prior to bid opening; (2) the protester's agency-level and subsequent protest was timely; and (3) there was no basis to object to the Army's postponement of bid opening to enhance competition, since the Army believed no responsive bids would be submitted by bid opening. Accordingly, the protest was denied.
