A firm protested a Forest Service contract award for aerial photography services, contending that: (1) the Forest Service should have made award to it, since it was the low, technically acceptable bidder; (2) the awardee's bid did not comply with the solicitation's specifications; and (3) the solicitation improperly limited bid costs. GAO held that the: (1) Forest Service reasonably determined that the protester's bid was technically inferior to the awardee's bid, since it failed to provide all required information; (2) Forest Service properly made award to the technically superior bidder; (3) awardee's bid met all applicable solicitation specifications; and (4) protester untimely filed its protest of the solicitation's cost limitation after bid opening. Accordingly, the protest was denied in part and dismissed in part.
