A firm protested a Defense Logistics Agency (DLA) contract award for work gloves, contending that DLA should have made multiple awards, since: (1) it was the low bidder for a portion of the requirement; and (2) its bid was technically equal to the awardee's bid. GAO held that DLA: (1) properly made award to the awardee, since it was the low bidder; (2) never contemplated making multiple awards; and (3) did not include a required provision regarding multiple awards in the solicitation. Accordingly, the protest was denied.
