A firm protested a Federal Prisons Industries (UNICOR) solicitation for upholstery fabrics, contending that the solicitation specifications: (1) did not reflect UNICOR minimum needs; and (2) restricted competition by creating an improper sole source situation. GAO held that the solicitation: (1) properly reflected UNICOR minimum needs; and (2) did not restrict the competition. Accordingly, the protest was denied.
