A firm protested an Army contract award for stenographic services, contending that the Army: (1) improperly awarded the contract to a technically inferior bidder; (2) erroneously determined that the bids were technically equal; and (3) failed to conduct a proper cost analysis. GAO held that the Army: (1) properly awarded the contract to the low bidder after reasonably determining that the bids were essentially technically equal; and (2) conducted a reasonable cost analysis. Accordingly, the protest was denied.
