A firm requested reconsideration of a sustained protest of an Army contract award to it for tank assembly parts. GAO had held that the Army erroneously qualified the awardee's product. In its request for reconsideration, the protester contended that: (1) GAO erroneously determined that its product was inadequately tested in accordance with the solicitation's specifications; (2) GAO failed to give due deference to its product's foreign certification; (3) GAO improperly recommended termination of its contract and should have continued to allow it to qualify; and (4) the protester was not entitled to award, since there was a lower bid. GAO held that: (1) the awardee failed to show any legal or factual errors that would warrant reversal or modification of the original decision; (2) it properly recommended contract termination, since the awardee's bid was nonresponsive; and (3) the protester was not sufficiently interested to challenge the award. Accordingly, the reconsideration request was denied.
