A firm protested a Federal Aviation Administration (FAA) contract award for portable instrument landing systems signal analyzers, contending that: (1) the awardee's bid did not meet all of the solicitation's requirements; and (2) FAA failed to evenly apply the evaluation criteria to all bids. GAO held that the: (1) protester was not sufficiently interested to protest, since FAA properly eliminated it from the competitive range and it would not be in line for award if its protest were sustained; and (2) protester's subsequent protest of its bid's evaluation would be decided separately. Accordingly, the protest was dismissed.
