A firm protested a Defense Supply Service (DSS) contract award for technical support services, contending that DSS: (1) improperly accepted the awardee's bid which significantly reduced the level of effort estimated in the solicitation; and (2) failed to notify bidders that its needs could be met with an alternative approach. GAO held that: (1) the solicitation advised bidders that they could propose alternative staffing levels to perform all necessary work; (2) DSS did not preclude the protester from bidding fewer hours than estimated; and (3) the awardee did not have an unfair competitive advantage due to its incumbency. Accordingly, the protest was denied.
