A firm requested reconsideration of its dismissed protest against a Navy contract award for repair and resurfacing services. GAO had held that the protester: (1) untimely filed part of its protest; and (2) was not an interested party to challenge the award. In its request for reconsideration, the protester contended that GAO improperly dismissed its original protest on procedural grounds without consideration of the merits of its protest. GAO held that the protester failed to show any legal or factual errors that would warrant reversal or reconsideration of the original decision. Accordingly, the original decision was affirmed.
