A firm requested reconsideration of its dismissed protest against the Navy's failure to exercise a contract option for supplies and computer hardware and software analysis services. GAO had held that the: (1) protester lacked the legal right to compel the exercise of a contract option; and (2) Navy's decision not to exercise a contract option was a matter of contract administration outside of its jurisdiction. In its request for reconsideration, the protester contended that: (1) GAO misinterpreted the basis for its protest; and (2) the Navy failed to comply with procurement regulations in determining whether to exercise the option. GAO held that: (1) it properly dismissed the protest; and (2) the determination of whether an official other than the the contracting officer had the authority to decide not to exercise the option was a matter of contract administration which it would not consider. Accordingly, the dismissal was affirmed.
