A firm protested the Navy's rejection of its bid for a backflow prevention survey and preventive maintenance and the subsequent resolicitation for part of the requirements, contending that: (1) it did not make a mistake in its bid for one item; and (2) the Navy should have made award to it based on its initial bid. GAO held that the: (1) Navy reasonably rejected the protester's bid, since its bid was more than twice its estimate for the work; and (2) protester provided no evidence that the Navy's estimate was unreasonable. Accordingly, the protest was denied.
