A firm protested the National Highway Traffic Safety Administration's (NHTSA) rejection of its bid for vehicle dynamics research, contending that: (1) NHTSA improperly rejected its bid based on undisclosed evaluation criteria; and (2) its bid was low and represented the best value. GAO held that NHTSA properly: (1) determined that the protester's bid was technically unacceptable; (2) eliminated the protester's bid from the competitive range based on reasonable evaluation criteria; and (3) determined that the protester had no reasonable chance for award, since it failed to improve its technical score after discussions. Accordingly, the protest was denied.
