[Carrier's Claim for Air Force Offset for Freight Damages]

A carrier requested review of the Air Force's offset of its refund for freight damages. GAO held that the: (1) carrier was liable for missing items and items improperly packaged; (2) carrier's arguments that the member improperly labelled items was without merit; and (3) carrier was not liable for damages to a vacuum cleaner brush and wicker basket since the items were on the inventory list and it properly packaged the items. Accordingly, the claim was allowed in part and denied in part.
