A firm requested reconsideration of its dismissed protest against a Department of the Treasury contract award for food services. GAO had held that the: (1) protester's failure to submit a business continuity plan as requested did not significantly affect its bid evaluation and was not material to Treasury's selection decision; and (2) protester untimely protested its bid evaluation and Treasury's award to the high bidder. In its request for reconsideration, the protester contended that its original protest broadly included protests that Treasury unreasonably evaluated its technical bid. GAO held that the protester: (1) failed to specify all legal and factual grounds of protest in its original protest; (2) failed to explain why it did not file an initial protest specifically identifying all protest grounds; and (3) untimely filed its subsequent protest more than 10 days after it should have known the basis of protest. Accordingly, the request for reconsideration was denied.
