A firm protested the Corps of Engineers' rejection of its bid as materially unbalanced for interior and exterior housing improvement services, contending that the Corps improperly rejected its bid as materially unbalanced, since its bid represented the best value. GAO held that the Corps properly rejected the protester's bid as materially unbalanced, since: (1) acceptance of its bid would result in an advance payment; and (2) it contained significantly below cost line item prices for some required work. Accordingly, the protest was denied.
