A firm protested a Federal Aviation Administration (FAA) contract award for a switch/bypass isolation switch, contending that the awardee's bid was nonresponsive, since it did not include sufficient descriptive literature and offer all accessories required by the solicitation. GAO held that: (1) the awardee did not provide an unequivocal offer to perform the solicitation requirement or sufficient descriptive literature to demonstrate its product's compliance with specified requirements; and (2) FAA should have rejected the awardee's bid as nonresponsive. Accordingly, the protest was sustained and GAO recommended that FAA: (1) terminate its contract with the awardee and make award to the protester; and (2) reimburse the protester for its protest costs.
