A firm protested an Air Force contract award for radio network maintenance, contending that the awardee was not responsible and failed to comply with the solicitation's certification requirements. GAO held that: (1) it would not review the awardee's responsibility, since the protester did not provide evidence of fraud or bad faith; (2) the Air Force reasonably determined that the awardee met the solicitation's definitive responsibility criteria; and (3) the awardee submitted sufficient evidence that it complied with the solicitation's certification requirements. Accordingly, the protest was denied.
