A firm protested the Defense Reutilization and Marketing Service's (DRMS) rejection of its bid as nonresponsive for a scrap sale, contending that DRMS: (1) improperly rejected its bid as nonresponsive; and (2) should have waived its bid modification specification as an minor informality. GAO held that DRMS properly rejected the protester's bid as nonresponsive, since its bid included conditions which modified the solicitation's material requirements. Accordingly, the protest was denied.
