A Federal Emergency Management Agency (FEMA) employee requested reconsideration of the partial denial of his claim for travel expenses. GAO had held that the employee was not entitled to reimbursement of the difference in cost between coach and business class air transportation, since his use of premium-class transportation was not authorized. Upon reconsideration, GAO held that: (1) the claimant did not meet any of the specified circumstances for use of premium air transportation; and (2) FEMA informed the claimant, both verbally and in writing, that reimbursement was limited to coach transportation. Accordingly, the original decision was affirmed and the claim was denied.
