A firm protested an Air Force contract award for commissary renovation, contending that the awardee's bid: (1) was materially unbalanced and front loaded and would result in an improper advance payment; and (2) misstated line item costs. GAO held that the: (1) awardee's low bid was not sufficiently unbalanced to cause improper advance payment; and (2) awardee did not misstate costs or submit its bid in bad faith. Accordingly, the protest was denied.
