A firm protested the Army Corps of Engineers' rejection of its bid modification for construction services, contending that the Corps: (1) improperly rejected its bid modification due to its failure to sign its telecopied bid; and (2) should have waived the omission as a minor informality. GAO held that the Corps properly rejected the protester's bid modification, since there was no other signed documentation that bound the protester to its bid. Accordingly, the protest was denied.
