A firm protested two Naval Sea Systems Command (NAVSEA) contract awards for combat systems and engineering services, contending that: (1) NAVSEA improperly included options costs in the evaluated price; (2) NAVSEA should have evaluated the awardee's prior-year equipment costs; and (3) the awardee failed to date its procurement integrity certificate. GAO held that: (1) the protester untimely filed after bid opening its protest that NAVSEA improperly included costs in its evaluation and failed to evaluate prior-year production costs; (2) NAVSEA reasonably determined that the awardee's prices were realistic, and that the awardee did not have inside information regarding options; and (3) the awardee's failure to date its procurement integrity certificate did not render its bid unacceptable. Accordingly, the protest was dismissed.
