A firm protested a Navy purchase order for the design, production, and delivery of a weapon mounted aiming laser system, contending that the Navy improperly awarded the purchase order on the basis of revised specifications without giving it an opportunity to submit a revised bid. GAO held that the: (1) protester would have bid unacceptable equipment if it knew of the revised requirement; and (2) Navy's failure to provide it an opportunity to submit a revised bid in response to the revised specification did not result in unfair competition. Accordingly, the protest was dismissed.
