A firm protested a Navy contract award for the cleanup of a cylinder disposal site, contending that the: (1) Navy improperly evaluated the awardee's bid; (2) awardee's bid did not meet the solicitation's requirements; and (3) Navy allowed the awardee to misrepresent the availability of its equipment and, therefore, compromised the technical evaluation. GAO held that: (1) the Navy reasonably evaluated the awardee's technical bid and determined that the awardee's equipment met all the solicitation specifications; and (2) there was no evidence that the awardee misrepresented the availability of its proposed equipment. Accordingly, the protest was denied.
