A firm protested the Drug Enforcement Administration's (DEA) exclusion of its bid from the competitive range for reserved parking spaces. GAO held that DEA reasonably excluded the protester's bid from the competitive range, since the: (1) protester's bid failed to comply with the solicitation's geographic location requirement; (2) protester failed to state whether or not it intended to comply with the solicitation's self-parking requirement; and (3) protester's technically unacceptable bid required major revision to become acceptable. Accordingly, the protest was denied.
